[The theater Toby scaled is barred and only people down on their luck go in now, accessing the space through a side passage. The roof is more reputable, a place where flying Monsters and the odd Witch companion come to picnic, plan out leisure days, and otherwise take advantage of the excellent view and the breeze from the sea.
A small Dragon with vibrant orange fins is snoozing over that way, but the weather spell and the aforementioned breezes are making it a bit cool for most of the usual people. There's no snow up here, at least.
Toby watches with concern and crouches down closer to his level when he manages the landing.]
I hope you didn't push yourself too far. Do you want something to drink?
[She's learned, and now carries a water flask strapped to her leg.]
[He laughs breathlessly, pushing himself enough that he can take the water flask. He's wearing a relatively thin kind of robe, with plenty of space for his wings - unfortunately, that also means it's plenty of space for the cold to seep in. It's not so bad here, but the winter breezes were getting a bit strong in some places along the way. Despite the chill, exertion still makes him thirsty, so he takes a drink.]

[He wouldn't be complaining if the temperature didn't bother him significantly more than it did back in Beach City. It's hard to keep his wings and antennae warm.]

I'd expect that they would radiate heat and make it worse for you at temperatures like this. If you like, I can enchant a small item to protect you from cold. It might not work well in a much colder environment, but for these circumstances, it could make you more comfortable.
[Toby's herself in a personal bubble of faint warmth. She's endothermic, she creates her own body heat, but she also doesn't have much insulation. Since she also doesn't sweat, both extremes of temperature would give her pause.]
[It being cooling isn't the worst, since he's in that difficult state of both being hot and cold at the same time, but the idea of having something to stave it off is immediately attractive. The red light of a setting sun is in sharp contrast to the coolness of the coming evening, and now that he's slowed down, Steven is already beginning to feel a bit chilled. He pulls his cloak over his wings and nods.]
Y-Yes please. [He shuffles closer to her, his antennae folded low against his hair.] Are you okay, out here?
[Toby fishes in a pouch along her upper arm and comes out with a large tan oak gall, about as big as a ping-pong ball, and starts to etch something into it with the claw of her thumb.
It's not super warm close to her, maybe upper sixties, early seventies. She enchanted one of her knee blades to keep her comfortable.]
Yes. There's not much to eat, of course, but I enjoy the view. Have you been well?
Better when I'm indoors, but... yeah, actually! I started working for the orchestra, doing music and illusions - I've been spending so much time there lately, it's actually kind of perfect for me!
[He smiles, and it's genuine. It's been a healthy way to explore his magical abilities, as well as keep practicing something he loves.]
Illusions are just so... natural. Anything I think about, I can start making it seem real.

[The oak gall charm does grow warm eventually, warmer than body heat would make it. Its main effect is still just that it's not so cold though.]
